Is This a Heron?

Well, apparently it's a tern of some sort.

It's a Caspian tern.

Bill is about the same length as the head; that means it's not a Common tern, which have smaller bills. It's not a Forster's tern because it's still in alternate (breeding) plumage and the tip of the bill is not dark.

And, helpfully, Caspian tern are known to nest in the Toronto area.
